Commerce to Issue Duties on Welded Stainless Pressure Pipe from China
Feb. 20, 2009 The U.S. Department of Commerce will issue a countervailing duty order and an antidumping duty order on imports of welded stainless steel pressure pipe from China.
The action follows the U.S. International Trade Commission’s finding of real or threatened material injury to a U.S. industry due to imports of these products from China, and the U.S. Department of Commerce’s previous determination that these products had been subsidized and sold in the United States at less than fair value.
The investigation had covered circular, welded austenitic stainless steel pressure pipe (WSSPP) not greater than 14 inches in outside diameter, most commonly produced to ASTM A-312 or A-778 specifications. Specifically excluded were (1) welded stainless mechanical tubing; (2) boiler, heat exchanger, superheater, refining furnace, feedwater heater, and condenser tubing; and (3) other specialized tubing.
Petitioners for the case included Bristol Metals, Felker Brothers, Marcegaglia USA, Outokumpu Stainless Pipe, and the United Steel Workers.
All six Commissioners voted in the affirmative regarding the injury determination.
