ITC Makes Determination in “Sunset” Reviews of Carbon Steel Plate
Oct. 14, 2009 The U.S. International Trade Commission (ITC) has determined that revoking the existing antidumping duty order on cut-to-length carbon steel plate from China and terminating the suspended investigations on this product from Russia and Ukraine would likely lead to continuation or recurrence of material injury within a reasonably foreseeable time.
As a result of the Commission's affirmative determinations (all six commissioners voted in the affirmative), the existing order on imports of this product from China and the suspension agreements on it from Russia and Ukraine will remain in place.
The action comes under the five-year (“sunset”) review process required by the Uruguay Round Agreements Act. The reviews were instituted on Aug. 1, 2008; on Nov. 4, 2008, the Commission voted to conduct full reviews.
The Commission's public report Cut-to-Length Carbon Steel Plate from China, Russia, and Ukraine (Inv. Nos. 731-TA-753, 754, and 756 (Second Review)), USITC Publication 4103, October 2009) will contain its views and information developed during the reviews. Copies may be requested after November 16.
